Syria and Saudi Arabia Sign Strategic Memorandum of Understanding

to Strengthen Energy Sector Cooperation Riyadh, July 29, 2025  The Saudi capital today witnessed the signing of a strategic Memorandum of Understanding (MoU) between the Ministry of Energy of the Syrian Arab Republic and the Ministry of Energy of the Kingdom of Saudi Arabia, marking a pivotal step toward strengthening bilateral cooperation across a wide spectrum of energy sectors. The MoU was signed by His Excellency Eng. Mohammad Al-Bashir, Minister of Energy of Syria, and His Royal Highness Prince Abdulaziz bin Salman Al Saud, Minister of Energy of Saudi Arabia, during an official ceremony held in Riyadh.

The event was attended by senior government officials and representatives from both the public and private sectors.

The agreement lays the foundation for collaborative efforts in key areas including:

- Electricity and regional power interconnection.

- Renewable energy Oil, gas, and petrochemical industries.

- Advanced technologies.

- Human capital development. Innovation support and the transfer and localization of technology.

To achieve these goals,the MoU outlines a number of cooperative measures such as:

  • Hosting joint conferences, seminars, and technical workshops.
  • Promoting academic and research collaboration through universities and specialized institutions.
  • Facilitating the exchange of technical delegations and expertise between the two countries.
  • Furthermore, the memorandum emphasizes the importance of coordinated efforts in international energy forums and alignment on regional and global energy policies, particularly those related to energy transition and future transformations.

This strategic step represents a qualitative leap in Syrian–Saudi relations, opening the door to expanded joint investment opportunities in the energy sector.

It also reinforces the vision of Arab integration and contributes to enhancing energy security and regional stability.
